The Debtor, herein named and acting in the capacity of Transmitting Utility under the terms and conditions of the Power of Attorney contract between the Creditor and the Debtor, (as referred below), is entrusted with limited authorization by the Secured Party, herein named, for use and possession of exemption account known as Tax File # 200 247 824 (EIN(Exemption Identification Number/302 688 546A) capable of set off of public debts, in credits or monetary units of the country where the debt is originated, for prepaid property (real included), goods and/or services, entrusted to the Transmitting Utility/Debtor for the exchange, dollar for dollar, for carrying out the directives of the Creditor in the original jurisdiction, to satisfy the needs of the said Creditor, in accordance with (1) Public Policy; (2) The Supercedeas Bond for the Beneficiary/Creditor; (3) the delegation from the Attorney General to the Secretary of or to the Treasury (whether severally and /or jointly Canberra, London, Washington D.C., Puerto Rico and/or any other location) of Enemy/Alien Property Custodian and the functions of the (presumed abolished) Contract Settlement Office; and (4) the intent of the Beneficiary/Creditor to break presumption that the property was intended for escheat to the State, as evidenced by the claim from the Creditor upon the Debtor that demonstrates that such a premise is rebutted, in the event that the property may have delivered as flotsam/jetsam (abandoned because of misfiling), regardless of whether the debt contract is deemed a war contract or not.
